Thanks for visiting this index of my projects. I thought it might be handy to have a place for me to index and archive my old and current work and that's what you've found here.

I have worked as a high school teacher, travel writer, church youth leader  congressional aide, bartender, cannabis regulator, public affairs consultant, community organizer, and zoo train driver.  Learn more below

Biography:
Jimmy Fremgen has focused on civic education, engagement, and equity as a congressional investigator, cannabis expert for the California State Assembly and high school government teacher. He has worked closely with and advised members of the presidential cabinet, members of Congress, industry regulators, and state legislators nationwide. He has worked on high-profile projects including the drafting of the foundational laws for cannabis regulation in the state of California, congressional floor debate on the Iran Nuclear Agreement, federal workplace harassment policy, and several national congressional investigations.

As Senior Policy Advisor for Congressman Elijah E. Cummings and the House Oversight Committee Minority Staff, Mr. Fremgen served as the congressional procedure expert for the office and led committee investigations and hearings on higher education, firearms, foreign affairs, defense, transportation, and infrastructure policy. His investigations targeted waste, fraud, and abuse within government to increase access and improve outcomes in higher education, this included: fraudulent student aid practices by NCAA sports programs, potentially illegal financial aid behavior at 111 highly selective universities, illegal lending and financial aid practices, and the targeting of servicemembers by for-profit colleges and other businesses

As Senior Consultant for the California State Assembly Committee on Business and Professions, Mr. Fremgen directly managed oversight of more than a dozen state boards and bureaus, including the Bureau of Cannabis Control and the State Board of Guide Dogs for the Blind, the latter of which was sunset as part of work to eliminate government bloat.  He was a member of internal and external working groups to draft the Medical and Adult-Use Cannabis Regulatory and Safety Act (MAUCRSA) in 2017 and was the jurisdictional staffer for more than 60 pieces of legislation between 2016 and 2019.
Mr. Fremgen is currently Campaign Director for Spark the Vote, a non-partisan voter mobilization effort to reach the 55 million Americans who identify as cannabis consumers and turn them into active participants in government. Spark the Vote is active in 13 different states, including Arizona, California, Colorado, Florida, Michigan, and Nevada.

Mr. Fremgen lives in Sacramento and still goes by Jimmy because he’s named after his father. He considers it an honor.
